service of motions on creditors

When you serve a motion (e.g. lien strip motion) on creditors and the judge,
do you just serve the notice of hearing or do you serve the notice of
hearing and the motion? Do you also serve exhibits filed with the motion?
My reading of the FRBP is the service of the notice of hearing is
sufficient.
