IRS Tax Liens & Chapter 13 About to be Dismissed
Had the debtors tried an offer-in-compromise with the IRS before filing the 13? If the tax debt is the only problem, that's sometimes a better way to deal with it.

facts as you describe them are not good. You say client did not file tax returns for the years assessed. This means that the taxes are nondischargeable and you need to deal with them in the plan.
Otherwise, if you object to the irs claim, and prove there are no assets, IRS will probably amend claim, but IRS will likely no lower secured portion of their claim below the full value of assets listed on skds a and b.
