The governor fast-tracked Senate Bill 651, signing the 102-page measure into law two days after the Legislature passed it. The Senate voted 23-2, while the House approved it 49-2.
Supporters say the law will keep more Hawaii families in their homes by mediating between homeowners and lenders, and promoting the modification of loan terms. It also will give homeowners facing a so-called nonjudicial foreclosure the option of converting the process to one overseen by the courts
