Do chapter 13 debtors get offers from credit cards?
They get offers, but the standard confirmation order does not let them
accept them without a further court order with a line of credit of credit in
excess of $500.
They get the offers because the banks don't seem to have programmed into
their systems that there are different types of bankruptcy cases.

This would seem to go counter to the principle that debtor must seek
court permission to borrow, except in emergencies.
