Do chapter 13 debtors get offers from credit cards?

They get offers, but the standard confirmation order does not let them
accept them without a further court order with a line of credit of credit in
excess of $500.
They get the offers because the banks don't seem to have programmed into
their systems that there are different types of bankruptcy cases.
