Motion to Recovert Chapt 13 case back to Chapter 7

I need to convert a Chapter 13 case back to a Chapter 7 from which
it was previously converted. What rule requires a noticed motion
and hearing? Section 1307 makes no distinction between initial and
subsequent conversions. Nor does Local Rule 3015-1(q). Local Rule
1017-1 only requires a notice and a hearing on previously converted
cases, if conversion is now sought under Sections 706(a) or 1112
(a). Section 1307 is conspicuously absent. What am I missing?
Is the Court still entitled to charge $25 to reconvert the case back
to a Chapter 7 even though the higher filing fee was paid when the
Chapter 7 was filed in the first place?
