Wouldnt one want to object to the claim on the basis that it is not secured? Unless the county can point to some law that allows them to gain secured status on RP that was not the source of the property tax debt, they are merely unsecured and drop to the bottom of the priority pile. My knowledge of Ch 13 is limited, but my understanding is that if they are allowed secured status in the plan, they could get paid ahead of priority claims which might not be dischargeable.

Sounds like san bernardino co. Is it? Sounds a little fishy, once property is sold, don't recall a statute that allows a lien filing. You will have to check the county statutes.
However, property taxes are
A personal liability, so if they can just file a lien, and skip suing, you cannot use 522f, as lien is statutory.
