If the confirmation order requires tax refunds to be paid to the plan, then no. However, the taxes must be paid, and the taxing authority may even file a claim, meaning that the debt would be paid through the plan (or you could file the claim for the creditor). I.e., the taxes are effectively being paid with the refund.

Alternatively, you may want to bring a motion requesting permission for the debtors to use this year's refund to pay the tax debt directly.
